Attribution is the capability to associate illicit radioactive and nuclear materials or assemblies with their origin, and requires the integration of technical and non-technical (e.g., intelligence, law enforcement) information. The technical information is the identification of characteristic materials, devices, components, and pathways, which is derived from the analysis of intercepted radioactive or nuclear materials, including the packaging, vehicles, etc.
